‘With economy at the brink of collapse, it’s time to prioritise agribusiness’ – Mahama

Former President, John Mahama, has asked the governing New Patriotic Party government to take “farming and farming-related business serious”.

In a message on Facebook celebrating farmers as the nation marked its National Farmers Day, Mahama said “with Ghana’s economy at the brink of collapse” it’s time to prioritise “agribusiness and support with favourable financing for farmers and all actors in the agricultural value chain.”

“With Ghana’s economy at the brink of collapse, as proven by Rating Agencies through their unending downgrades, and the hardship it has brought to many homes, this is the time for government to begin to take farmers and farming related businesses serious. This is the surest way we can reduce imports, strengthen the struggling cedi and save Ghana’s economy. I urge government to prioritise agribusiness and support with favourable financing for farmers and all actors in the agricultural value chain,” he stated.

Meanwhile, this year’s celebration was under the theme “Accelerating agriculture through value addition”.

Bank of Ghana allays fears on depleting foreign reserves

The Bank of Ghana Governor, Dr. Ernest Addison, has calmed nerves over the country’s depleting foreign reserves, saying once polices outlined by government and the Bank start bearing fruit the situation will come back to normal.

According to the Summary of Economic and Financial Data (November 2022) published by the Bank of Ghana, Gross International Reserves (GIR) have reduced to GH¢6.6billion as of October this year, representing just 2.9 months of import cover compared to GH¢10.6billion a year ago which represented 4.8 months of import cover.

In the same vein, the net international reserves (reserves readily available to the central bank) have also depleted to GH¢2.8billion from GH¢7.2billion in the same period under consideration. This has raised some concerns over a possible total depletion of the reserves, which would have dire consequences for the economy – especially on the cedi, as it has already lost more than 50 percent of its value to the dollar this year.

But queried at a press conference after announcing a 250 basis points increase in the policy rate, which effectively takes it to 27 percent, Dr. Addison said the depleted reserves result from significant outflow transactions that have taken place this year with no corresponding inflows; adding that these are government obligations which have to be performed at all cost.

“This year alone, even though we didn’t go to the capital market we still had to service our debt. The numbers suggest that we experienced an outflow of US$5.2billion year-to-date in 2022.

“That is the extent of pressure on the central bank’s reserves because we had to pay our loans, almost US$3billion outflows to service debt – interest and amortization; almost US$800million to pay for energy payments; another US$1.8billion to support the market’s functioning.

“So we are seeing a situation where from the outflow side these are obligations that you cannot default. As I speak, we are still servicing our debt.

“And from the inflow side, the only major inflow that has come to support the budget this year is the Afri-Exim bank loan; and then, fortunately, we have the cocoa loan inflow in October.

“On a net basis we have lost, on a balance of payment basis, almost US$3.4billion as at the end of September; and we are projecting that we will even lose more. By December we could have lost US$4billion,” he said.

The Governor however expressed optimism over discussions with the IMF: that when completed and successful, the agreement will add about US$3bilion to the foreign currency buffers, in addition to its own gold purchasing policy which has already kick-started.

“If we are successful with the restructuring operations, the burden on balance of payments, in terms of external interest payment, will also be lifted; so we do not expect to see the same type of outflows we have seen this year…

“The IMF financing is an important part of the outlook. Hopefully, that will bring in US$3billion over the three-year period. And one of the things we are doing is buying gold to help improve reserve buffers,” he said

World Cup 2022: Mustapha Ussif thanks supporters ahead of Uruguay clash

Hon Mustapha Ussif, Ghana’s Sports Minister has praised supporters for standing firmly behind the Black stars through defeat and victory.

Hon Ussif said that the Ghanaian economy and the world economy, in general, were in bad shape, which is why he decided to appeal to people and organizations for assistance in the form of donations and sponsorships to help cover some expenditures.

He also urged supporters not to sell the tickets they had worked so hard to obtain, noting that a few Ghanaians had been detained and charged with selling tickets provided to them to allow them admission to the stadium.

Speaking at the meetup the Sports Minister said:

“We are human beings we can’t get everything perfect we will get challenges here and there but I want you to forgive us. Any problem that you have encountered here we are trying to make you comfortable. But you know resources are very scarce we have economic challenges and because of the global economic challenges that we find ourselves we have to move from one corporate institution to another corporate institution appealing for support,” he said.

“We have to appeal to individual Ghanaians to support us to bring some of you here so the little that we have been able to arrange we will use it on you to support our Stars. We won’t get it perfect but that is the little we can do you know we are not here on holiday…here sacrifice, dedication and work hard to support our Stars,”

Review E-Levy rate to 0.5%, maintain GH¢300 daily threshold – Haruna Iddrisu

The Minority Leader and Member of Parliament (MP) for Tamale North in the Northern Region of Ghana, Haruna Iddrisu, has called on the government to further review the proposed one percent (1%) e-levy at zero rate to 0.5 percent at a threshold of GH300 and above to win support of Ghanaians.

According to the Minority Leader, the National Democratic Congress (NDC) members in the August House will push for that strongly during the debate on the 2023 Budget Statement and Economic Policy of the government.

The Minority Leader made the call in his open statement at the ongoing, two-day post-budget workshop in Ho, the Volta Regional Capital.

The Tamale South lawmaker explained that setting the e-levy at 1% will have a negative impact on individuals and businesses that rely on electronic money transfer services. He thus urged the government to reconsider the newly proposed rate.

“We will subject this new proposal to further critical and thorough discussions as a caucus, but without going into the scenarios, as you look at your scenarios, consider for say of 0.5% at a threshold of ¢300 as compared to what you have admitted of 1% at zero threshold.”

The Tamale South MP hinted that his side was yet to take a decision on the proposed increase of the VAT rate by 2.5 percent.

He, however, warned that the 2.5 percent increase in VAT may have terrible consequences on businesses.

Government announced last Thursday that it was reducing the rate from 1.5 percent to 1 percent and removing the 100 cedis tax-free daily threshold. That means any amount transferred is taxable.

Ghana to commemorate World AIDS Day on Thursday

Ghana will join the rest of the global community to commemorate World AIDS Day 2022 on Thursday which hinges on a call for world leaders to renew their commitment to end HIV.

The day, which falls on December 1 annually, is set aside to create awareness, shown support for persons living with HIV, and remember those who have died from AIDS-related illnesses.

This is a day for voices to unite by sharing experiences, remembering those lost, and standing together in the fight against HIV.

The 2022 celebration themed, “Equalize” seeks to encourage leaders and citizens to address the inequalities which are holding back progress in ending AIDS.

According to the World Health Organisation (WHO), about 38.4 million people were living with HIV in 2021, of this staggering figure, 36.7 million were adults and 1.7 million, children.

It said HIV continues to be a major global public health issue, having claimed 40.1 million lives so far.

In Ghana, it is estimated that a total of 345,599 persons are living with HIV and AIDS with a total of 23, 495 new infections recorded in the first six months of 2022.

Dr Kyeremeh Atuahene, Director-General, Ghana AIDS Commission, at the launch of this year’s World AIDS Day said efforts were being made to revamp partnerships and resource mobilisation initiatives.

“Our effort at strengthening coordination is in recognition of the sad reality that the people have become overly complacent as far as HIV is concerned,” he said.

Dr Atuahene stated that while high-risk behaviors had become increasingly pervasive in society, prevention protocols were least respected by individuals.

He advised the public to take responsibility of protecting themselves from HIV infection by using condoms consistently, reduce sexual partners and test for HIV and sexually transmitted infections.

The Director-General also called for adequate funding to enable the Commission to achieve the right scale of essential HIV prevention, treatment, care and support services.

Professor Kwasi Torpey, the Dean, School of Public Health, University of Ghana, called for the activation of the national HIV and AIDS funds to support response in the country.

Non-governmental Organisations, individuals, and groups have embarked on several activities as part of preparation for the celebration of the day.

Hope for Future Generations (HFFG) to commemorate the day held a “Condom Activation Campaign” with a call on the youth to promote safe sex.
