Upper West Teachers Reject Government Pleas

Basic and second-cycle educational institutions in the Upper West Region remain locked in a tense standoff as striking educators refuse to resume academic work. Despite ongoing appeals from local authorities and educational stakeholders, the aggrieved teachers have maintained that their classrooms will stay empty until all outstanding administrative and welfare grievances are comprehensively addressed by the state.

The industrial action, which has steadily crippled academic calendars across several municipalities and districts in the region, stems from what union leaders describe as persistent delays in the fulfillment of agreed-upon conditions of service, delayed promotional arrears, and substandard working environments in remote northern outposts.

GNAT and NAGRAT Stand Firm on Demands

Speaking on condition of anonymity due to ongoing negotiations, local representatives of the Ghana National Association of Teachers (GNAT) and the National Association of Graduate Teachers (NAGRAT) emphasized that the current boycott is a direct consequence of institutional inaction. For months, local chapters have petitioned the Ministry of Education and the Ghana Education Service (GES) regarding non-payment of transfer grants, stalled professional development allowances, and severe infrastructural deficits plaguing rural schools.

“We have exhausted all diplomatic channels, issued numerous ultimatums, and engaged in fruitless dialogue with the relevant agencies,” a senior union executive in Wa stated. “Our members are overburdened, underpaid, and operating in deplorable conditions. Returning to the chalkboard without concrete, binding commitments is no longer an option.”

Impact on Basic and Second-Cycle Schools

The prolonged absence of teachers has sent shockwaves through local communities, leaving parents deeply concerned about the academic future of their wards. In towns like Wa, Lawra, and Tumu, public school compounds remain deserted, with students wandering home or idling in neighborhoods instead of preparing for terminal examinations.

  • Academic Disruption: Syllabus completion rates have plummeted, threatening students preparing for the Basic Education Certificate Examination (BECE) and the West African Senior School Certificate Examination (WASSCE).
  • Parental Anxiety: Parents are calling on the Ministry of Employment and Labour Relations to intervene urgently to avert a broader nationwide contagion of the strike.
  • Rural Vulnerability: Schools in deprived circuits of the Upper West Region, which already suffer from severe staffing deficits, are bearing the brunt of the instructional shutdown.

Government and GES Response

In response to the escalating crisis, regional directors of the Ghana Education Service have initiated emergency meetings with regional executives to broker a truce. The government has repeatedly urged the leadership of the teacher unions to call off the strike in good faith while administrative machinery is deployed to audit and clear legitimate claims.

However, trust between the labor front and state machinery remains precarious. As the Upper West Region teachers dig in their heels, education analysts in Accra warn that a failure to swiftly resolve the impasse through transparent, time-bound agreements could trigger a sympathetic escalation of strikes in neighboring regions, plunging Ghana’s public educational sector into a deeper structural crisis.
