Reforming Local Governance and Assembly Incentives in Ghana

In a bold move shaking up local governance discourse in Ghana, political figure Hassan Ayariga has announced a radical policy shift regarding the financial structures of Metropolitan, Municipal, and District Assemblies (MMDAs). Ayariga has declared his intention to completely remove assembly incentives and sitting allowances tied to statutory meetings if given the mandate, arguing that these expenditures drain critical resources away from grassroots infrastructure and community development.

Speaking on local governance reforms, Ayariga emphasized that public service at the district level should prioritize community transformation over financial compensation for routine administrative duties. The proposal has immediately sparked intense national debate among local government practitioners, technocrats, and assembly members across the country.

The Financial Burden on MMDAs

For years, the financial sustainability of local assemblies in Ghana has remained a pressing challenge. Many MMDAs struggle internally with internally generated funds (IGF) and rely heavily on the District Assemblies Common Fund (DACF) to finance basic developmental projects, ranging from feeder roads and market stalls to sanitation infrastructure.

Critics of the current system have long pointed out that a significant portion of assembly budgets is consumed by administrative overheads, including transport allowances, refreshment costs, and sitting allowances for statutory and sub-committee meetings. Ayariga’s proposal directly targets these recurrent expenditures, framing them as an unnecessary drain on the public purse.

  • Reallocation of Funds: Savings generated from halting assembly sitting allowances would be channeled directly into capital projects.
  • Strengthening Accountability: Pushing for volunteerism and genuine civic duty among elected and appointed assembly members.
  • Improving District Infrastructure: Directing funds toward local schools, health posts, and sanitation facilities.

The announcement has drawn mixed reactions from various stakeholders within Ghana’s local governance architecture. While fiscal conservatives and anti-corruption advocates have praised the initiative as a pragmatic step toward resource optimization, many assembly members have expressed strong reservations.

Opponents of the policy argue that assembly members play a demanding, often unpaid role, balancing community advocacy with personal economic sacrifices. Cutting off statutory incentives, they contend, could dampen morale and reduce active participation in crucial municipal decision-making processes.

However, supporters maintain that public office at the local level requires a sacrifice-driven mindset, echoing broader calls for structural reforms within Ghana’s public sector to eliminate waste and prioritize tangible developmental outcomes for citizens.
