ACCRA — In a sweeping cultural decree that has sent ripples through the West African music industry, the National Commission on Culture, in partnership with the Musicians Union of Ghana (MUSIGHA), has announced the ‘Highlife Manifesto’. Effective next quarter, all commercial sound recordings seeking national cultural promotion grants and state-backed media airplay must incorporate at least one foundational traditional acoustic instrument—such as the seperewa, frikyiwa, or atenteben—into their arrangement.

The policy aims to safeguard the authentic roots of Ghanaian highlife and palm-wine music against the homogenizing pressures of global pop production. For years, industry veterans have voiced concerns that the heavy reliance on digital synthesizers and Western MIDI kits was diluting the genre’s distinct syncopated rhythms and melodic storytelling. Ministry officials stress that the mandate is not an outright ban on electronic elements, but rather a regulatory pushback to ensure that contemporary afrobeats and modern highlife retain their indigenous Ghanaian DNA.

Reaction from the creative community has been sharply divided. Legendary percussionists and palm-wine guitarists have hailed the initiative as a long-overdue economic lifeline and a triumph for cultural preservation, predicting a renaissance for local acoustic artisans. Conversely, a coalition of younger, bedroom-producer acts has expressed anxiety over production bottlenecks, citing the specialized engineering required to properly mix traditional wooden and brass percussion with heavy 808 basslines.

To ease the transition, the government has unveiled a subsidiary support fund aimed at subsidizing studio sessions with master folk instrumentalists. As the enforcement date draws near, recording studios across Osu and East Legon are bustling with unexpected collaborations, signaling a profound shift in how Ghana’s next generation of hitmakers will craft their sound.
